Happily, I was in an area with an aerial back then and used TPK but I had
no complaints aboput the people who sent each other HTML, mostly on
Winpack.

The 'packet police' of those days are all gone now , except one, so I
don't see why people shouldn't strart again.I do wonder if the people who
had massive collections of icons etc., haven't deleted them. As Winpack
has spread even further than it was back then, it might be worth a try as
it would be a new thing foe many - including me.
