Can't find any reference to the 'Test Html' you speak of. Probably
sometime back. Most links via Google can be 'translated' if in other than
english.
I am Using Telnet so Html code is not a problem. Even via the BBs, slow
method it has never really been a problem. It is far from useless to those
of us who choose to use it. The old answer applys, if you don't like it
don't look at it. You are not forced to download html or view it if you
object. 
Packet radio needs a boost of some sort as it seems to be used less and
less these days. A bit of harmless html should not be knocked.
