The JNOS permissions that I use in my FTPUSERS file are:

tcpperm * /home/jnos/public 19
The regular users are 59 (1+2+8+16+32). On the AXIP/telnet side, I use 59 for
the regular users, but also require a callsign and a password. Any forwarding
partner bbs I use 24635 (1+2+8+16+32+8192+16384).
