IARU R3 Conference - Update Day 2
Day 2 - Tuesday was dedicated to consider input papers from societies to the conference by
WG 1 - Policy Matters and reports from Committee Chairs, and
WG 2 - Technical and Operations.
WG-1
the early draft of the proposed organisational structure of the IARU
The information paper from the WIA on the new licencing arrangements
The information paper on the Bluebird/Walker LEO constellations that cited the FCC experimental licence.
The other reports were more routine in nature.
WG2:
This group considered the input paper from the Region 3 HF Band plan Committee that attracted quite a bit of debate.
The chair of the HF Band Plan committee addressed the working group on the merits of the proposal. Included in the paper were 10 recommendations that focussed on principle factors that should be taken into account for guidance of the HF BP committee and also a recommendation that a Tri-Region working group be formed. At the end of a long day re-worked recommendations have been drafted.
A special thanks to Dale VK1DSH for wordsmithing some sections to improve clarity and to Oscar VK3TX who assisted as secretary of the WG in keeping notes.
Both WGs will present draft reports to the Plenary on Day 3.
Day 3
WG1 and WG2 spent the day considering the draft reports and fine tuned the documents.
WG3 - Finance Committee (all society Delegate attended)
The R3 financial situation was considered, and as there were saving during Covid some events did not proceed, thus these savings moved to the following years.
The incoming Executive will have the responsibility for developing the next 3-year budget. The potential impact on financial planning with a move to a new global structure may be a factor.
The Finance Committee heard from the Secretary that transferring on membership fees is still a problem for some societies. These issues are related to addition fees are being charge of FX transfer companies. Debate focussed on a number of possible solutions using other platforms. Societies must transfer the full amount less fees (in some cases this may involve third party FX arrangements.
Day 4
Day off for delegates with a full day including culture/heritage tour and river cruise
Day 5
The conference considered all working group reports.
