99% of the times that I see a "Non-Delivery" message being sent out by a BPQ
system is when it is dealing with WP (White Pages) messages. Your BPQ system
needs to be set up properly to allow WP messages from your partners and then
incorporate the data into the WP database. The way to keep these non-delivery
messages from going out is to go into your BPQ housekeeping and then turn off
"Send Non-delivery Notifications for P and T messages".
